I don't recall seeing it, but I haven't been scouring for CDs of that sort lately. U.S. Amazon claims to have it in stock (and for only ten bucks). Heck, even Target has it:

I actually wouldn't be too surprised if it was yet another repackaging of the Christopher/Emery Company or similar. The cover verbage of "Rocky Horror Picture Show - The Musical" isn't a good sign. And the fact that it's performed by "The Musical Singers & Orchestra" indicates that they don't even want to admit who did it. That's a wild cover though, and at least it's cheap I guess.
